WHEREAS, Title 21 s 1321.1 et seq. and Title 11 s 22-120 of the Oklahoma Statues empowers the City of Stilwell governing body to proclaim a state of emergency when the city if threatened by a local emergency that affects life, health, property or the public peace. 

WHEREAS, the Center for Disease Control and Prevention has issued guidance for the Coronavirus (COVID-19) disease on March 15th, 2020 recommending a number of factors be considered in postponing mass gatherings of more than 10 people wherein a greater risk of virus transmission exists. 

WHEREAS, while there is no evidence of community spread of COVID-19 in Stilwell, Oklahoma there is yet little known regarding the transmission of COVID-19 by those who are infected but are not showing symptoms. 

WHEREAS, the President of the United States and the Governor of the State of Oklahoma have declared national and state emergencies due to the COVID-19 pandemic. 

WHEREAS, the Mayor of the City of Stilwell does hereby find that conditions affecting the life, health, property of public peace have arisen within the City of Stilwell caused by the COVID-19 pandemic. 

NOW IT IS THEREFORE PROCLAIMED AND ORDERED that local emergency now exists in the entirety of the City of Stilwell, State of Oklahoma: 

IT IS FURTHER PROCLAIMED AND ORDERED that the Mayor of the City of Stilwell, Oklahoma is empowered to evoke the powers enumerated in the aforementioned state statutes and, 

IT IS FURTHER PROCLAIMED AND ORDERED that events of 10 people or more in City facilities are prohibited and special event’s permits issued for events of 10 people or more are revoked

IT IS FURTHER PROCLAIMED AND ORDERED that this state of emergency shall continue and emergency orders be modified if necessary, until the issuance of  a proclamation of the Mayor declaring its termination.
